1. Definitions
1.1. Developer – the Municipal Enterprise “Sanarip Osh” of the Osh City Mayor’s Office, responsible for the development and operation of the mobile application “Oshcity”.
1.2. Application – the mobile application “Oshcity”, distributed through the official application stores Google Play Store and Apple App Store.
1.3. User – any individual who has installed and uses the Application.
1.4. Personal Data – any information relating directly or indirectly to an identified or identifiable individual (data subject).
1.5. Processing of Personal Data – any action or a set of actions performed with personal data, including collection, recording, storage, use, anonymization, deletion, and other operations.
2. General Provisions
2.1. This Policy defines the procedure for processing and protecting information that the Developer may obtain about Users of the Application.
2.2. This Policy applies to all Users of the Application.
2.3. Use of the Application means that the User agrees to this Policy. If the User disagrees with this Policy, they must stop using the Application.
3. Data Processing
3.1. As of the date this Policy comes into effect, the Application does not collect or process any Personal Data of Users.
3.2. In the future, with the expansion of the Application’s functionality, the Developer may obtain, with the User’s consent, the following data:
• phone number;
• geolocation;
• photos, audio, and video files uploaded by the User;
• push notification tokens;
• technical information about the device (type, language, time zone).
3.3. The collection and processing of such data will be carried out solely for the provision of Application services and only on the basis of the User’s voluntary consent.
4. Purposes of Processing
4.1. The Developer may use the User’s Personal Data for the following purposes:
• providing access to the Application’s services;
• processing citizen requests;
• sending notifications about city events, service interruptions, and emergencies;
• improving the quality and performance of the Application.
5. Data Storage and Protection
5.1. In the event that Personal Data processing begins, such data will be stored in secure information systems within the territory of the Kyrgyz Republic.
5.2. Data transmission will be carried out exclusively via secure communication channels (TLS).
5.3. Access to Personal Data will be restricted and granted only to authorized employees of the Developer within the scope of their official duties.
6. Transfer of Data to Third Parties
6.1. The Developer does not transfer Personal Data to third parties without the User’s consent.
6.2. Exceptions are possible only in cases expressly provided for by the legislation of the Kyrgyz Republic.
7. User Rights
7.1. The User has the right to:
• obtain information regarding the processing of their Personal Data;
• withdraw consent to the processing of their Personal Data;
• request correction or deletion of their Personal Data.
8. Amendments to the Policy
8.1. The Developer reserves the right to amend this Policy.
8.2. The date of the last update will be indicated in the text of the Policy.
8.3. Continued use of the Application after changes are made constitutes the User’s consent to the updated terms.
